UN Resolutions:
Resolution 661, August 6, 1990
Resolution 661 imposed general trade sanctions against Iraq. It prevented exports of any kind from Iraq. It also prevented most imports, but allowed certain medical, humanitarian, and foodstuffs to be imported.
Resolution 687, April 3, 1991
Resolution 687 set the cease-fire terms with Iraq. It also allowed Iraq to import foodstuffs and other materials for humanitarian and civilian needs.
Resolution 706, August 15, 1991
Resolution 706 set up a framework for an oil-for-food program. This allowed Iraq to export oil in exchange for money to buy food. Iraq did not accept the resolution conditions.
Resolution 986, April 14, 1995
Resolution 986 was a second attempt to allow Iraq to sell oil for money to buy food. It was implemented after the UN and Iraq agreed on terms of implementation.
